The Blairsville-Saltsburg School District welcomes

Dr. Whitfield joins us from the Chartiers Valley
School District, where she had been employed since

substitute teacher, and was subsequently hired as
a teacher for middle school students in the areas

she was recognized as a Gift of Time recipient

and behavioral performance. From 1994 – 2000,
Dr. Whitfield was appointed as the middle school, Instructional Support Team (IST) coordinator, facilitating the IST process to systematically improve student achievement in the areas of academics, behaviors, and communication. Dr. Whitfield successfully led the middle school staff, students, and parents through the IST validation process in 1997. Following the validation team's review of the records and procedures of the middle school IST team, the PA Department of Education, Bureau of Special Education, recommended that Dr. Whitfield’s IST process become the model for the state.

In 2000, Dr. Whitfield assumed the position of Principal of Special Programs (Special Education Director), coordinating appropriate services for students, ages 5 through 21, with Individualized Education Programs (IEPs), Gifted Individualized Education Programs (GIEPs), and Service Agreements. In 2002, led by Dr. Whitfield, the school psychologists and the special education department successfully completed the Bureau of Special Education audit, receiving several commendations for outstanding procedures and implementation. Dr. Whitfield held the position of Principal of Special programs from 2000 – October 2004, until such time as she was appointed as the Assistant Superintendent.

During the following five years as Assistant Superintendent, Dr. Whitfield supervised, directly and indirectly, all district employees, and she assisted with most operational efforts, some of which included pupil services, human resources, transportation, labor negotiations, construction, budgeting, security, professional development, and leadership teams.

Dr. Whitfield earned a bachelor’s degree from Grove City College in Elementary Education, a master’s degree in Instructional Leadership from Robert Morris University, a doctoral degree in Instructional Leadership, administrative certification K-12, and a Superintendent’s Letter of Eligibility from Duquesne University.

As the Superintendent of the Blairsville-Saltsburg School District, Dr. Whitfield strives to address student achievement and growth, parental involvement, open communication, programmatic development, strategic planning, labor relations, construction progress, staff development, and community relationships. She is thankful to have the opportunity to serve at the Blairsville-Saltsburg School District.
